I. Introduction
It is with great enthusiasm that I submit my application for the VNNIC Internet Conference 2025 Fellowship. I view this conference as a leading platform in Vietnam for important discussions and new ideas about the Internet’s future. As an Information Technology student at Can Tho University of Technology, actively involved in youth leadership and various technology projects, I am eager to contribute to our nation’s digital growth.
I strongly believe that Vietnam’s Internet resources and critical infrastructure are key to achieving the goals of innovation and breakthrough development. These goals are clearly stated in important national policies, especially Resolution No. 57-NQ/TW. My personal vision is to be an active part of building a Vietnam that is digitally advanced, innovative, and secure for everyone. I am particularly passionate about empowering young people and using technology to benefit all parts of society. This fellowship represents a valuable opportunity to learn, share, and collaborate with others who share this commitment to Vietnam’s digital future, aligning with the proactive role VNNIC plays in not just managing but actively fostering our nation’s digital ecosystem.[1]
II. The Role of Internet Resources and Critical National Internet Infrastructure in Implementing Resolution No. 57-NQ/TW
Understanding how Vietnam’s Internet resources – such as the.vn domain name, IP addresses (IP/ASN), the Domain Name System (DNS), and the Vietnam National Internet eXchange (VNIX) – support our national goals is very important. These are not just technical tools; they are essential for achieving the innovation, creativity, and breakthroughs called for by Resolution No. 57-NQ/TW of the Politburo.
A. Understanding Resolution No. 57-NQ/TW
Resolution No. 57-NQ/TW, issued on December 22, 2024, is a very important plan for Vietnam. It aims to create major progress in science, technology, innovation, and the country’s overall digital transformation.[3] The Resolution emphasizes several key areas that directly involve Internet resources.
First, it calls for the development of modern and complete digital infrastructure. This infrastructure must be “modern, synchronous, secure, safe, efficient, and avoid waste”.[3] This means our digital foundations need to be up-to-date, work together smoothly, be safe to use, and be built and run effectively.
Second, the Resolution stresses the need for high-quality human resources. It even suggests special ways to attract and keep talented people in science, technology, and innovation.[3] This focus on people is crucial because technology and infrastructure are only as good as the skilled individuals who build, manage, and use them.
Third, Resolution No. 57 aims to speed up digital transformation in businesses, especially small and medium-sized enterprises (SMEs).[3] This means helping businesses use digital tools to improve how they work and compete.
A very important part of this Resolution is its new approach to research and development. It acknowledges that innovation sometimes involves “accepting risks, risky investments and delays in scientific research, technological development and innovation”.[4] This is a significant shift because, in the past, projects funded by the state were often expected to succeed 100%. This new thinking helps to “liberate creativity” [5], encouraging scientists and innovators to pursue bold, new ideas without the constant fear of failure. This change is vital for achieving true breakthroughs, as it creates space for experimentation and the pursuit of ambitious projects that can lead to major advancements.
Ultimately, the vision of Resolution No. 57 is for Vietnam to become a developed, high-income country, with the digital economy contributing significantly to our Gross Domestic Product (GDP).[6] Achieving this vision depends heavily on how well we use and develop our Internet resources.
B. The.VN Domain Name
The.VN domain name, managed by the Vietnam Internet Network Information Center (VNNIC), is much more than just an internet address.[8] It is a symbol of Vietnam’s identity and sovereignty in the online world.[10] For Vietnamese internet users and businesses, the.VN domain plays a key role in building trust and security. One reason for this trust is that.VN domains are protected by Vietnamese law, which offers a level of safety and reliability.[10] This helps businesses and organizations create a dependable online presence.
This foundation of trust and security is directly linked to the goals of Resolution No. 57, particularly the aim to encourage digital transformation in businesses.[3] When businesses use a.VN domain, they are using a platform that customers recognize and trust. This is very important for e-commerce and for building a strong brand online. Furthermore, using a.VN domain can help businesses appear higher in search engine results within Vietnam.[10] This makes it easier for local organizations to reach their target audience in the country. Therefore, the.VN domain is not just a technical detail; it is a strategic asset that supports our national digital economy by providing a secure and trusted environment for online activities.
C. IP Addresses (IPv4/IPv6) and ASNs
VNNIC is responsible for managing and giving out Internet Protocol (IP) addresses (both the older IPv4 and the newer, essential IPv6) and Autonomous System Numbers (ASNs) in Vietnam.[8] These numbers are the basic building blocks for internet connectivity. Without them, devices and networks cannot connect to the internet or to each other.
As Vietnam’s digital economy grows and more services move online, the need for these resources increases. This directly supports the goal of Resolution No. 57 to build “modern, synchronous” digital infrastructure.[3] The widespread adoption of IPv6 is especially important. Older IPv4 addresses are running out, and IPv6 provides a vastly larger number of addresses needed for the future growth of the internet. This is critical for new technologies like the Internet of Things (IoT), Artificial Intelligence (AI), and Big Data, which Resolution No. 57 aims for Vietnam to master.[7] VNNIC’s reports show progress in IPv6 adoption in Vietnam.[1] This careful management of IP addresses and ASNs ensures that our country has the foundational capacity to support the expansion of digital services and the development of advanced technologies, creating the necessary ‘space’ for future innovation driven by skilled individuals.
D. The National DNS System
The national Domain Name System (DNS) for Vietnam, also managed by VNNIC, is a critical part of our internet infrastructure.[9] Its main job is to translate website names that people can read (like www.example.vn) into IP addresses that computers use. This process allows users to easily find and access websites and online services.
A strong and reliable national DNS is essential for the stable and secure operation of all.VN domain names.[10] If the DNS system doesn’t work well, people can’t access.VN websites, which would disrupt many online activities. VNNIC works to make the DNS system secure, for example, by using DNSSEC (Domain Name System Security Extensions). DNSSEC helps protect against certain types of online attacks and makes sure that users are connected to the real website they want to visit.[8] The reliability and security of the DNS system build user trust and contribute to a healthy internet environment in Vietnam. This is fundamental for all the digital activities and services that Resolution No. 57 aims to promote, contributing to a digital infrastructure that is “secure, safe” and efficient.[3] A robust national DNS also enhances Vietnam’s digital resilience, ensuring that access to domestic online resources can be maintained even if there are issues with international systems.
E. VNIX (Vietnam National Internet eXchange)
VNIX, the Vietnam National Internet eXchange, is another key piece of infrastructure managed by VNNIC.[9] VNIX allows Internet Service Providers (ISPs) in Vietnam to exchange internet traffic directly with each other within the country. This means that when someone in Vietnam accesses a Vietnamese website or service, the data doesn’t have to travel unnecessarily long distances, perhaps even outside the country and back.
The benefits of VNIX are significant. It reduces delays (latency), making internet access faster for domestic content.[11] It improves the efficiency of network connections and can lower costs for ISPs. Importantly, VNIX also makes Vietnam’s internet more resilient. By keeping local traffic local, it reduces our dependence on international internet gateways for communication within Vietnam.[11] This ensures that domestic internet services can continue to operate smoothly even if there are problems with international connections. These benefits directly support Resolution No. 57’s goal of creating “efficient” digital infrastructure.[3] An efficient VNIX leads to a better, faster, and more reliable internet experience for everyone in Vietnam, which is crucial for the success of digital services across all sectors. It is a clear example of a strategic national asset that strengthens our domestic internet core and helps Vietnam manage its own digital path.
F. Synthesis
In summary, Vietnam’s Internet resources and infrastructure—the.VN domain, IP addresses and ASNs, the national DNS system, and VNIX—are all interconnected and managed by VNNIC. Together, they form the essential foundation for achieving the ambitious goals of Resolution No. 57-NQ/TW. These resources are not just technical elements; they are strategic tools that enable innovation, creativity, digital transformation, and economic growth.
A well-managed, secure, and constantly improving internet infrastructure is necessary to attract investment, develop the skilled people Vietnam needs, and build the dynamic digital society our nation aims for. The “liberation of creativity” encouraged by Resolution No. 57 [4] can truly happen when it is built on trusted national digital assets like the.VN domain [10], supported by robust IP/ASN and DNS systems, and benefiting from efficient domestic traffic exchange via VNIX.[11] This entire system needs skilled people to innovate and a proactive VNNIC to guide its development.[1] There is a clear link: national policy drives the need for better internet infrastructure, and in turn, this infrastructure provides the platform to achieve national goals. This relationship is vital for Vietnam’s digital future.
III. Proposing Innovative Ideas for the Effective Use of Internet Resources and National Internet Infrastructure
The following ideas are based on my understanding of Resolution No. 57-NQ/TW, VNNIC’s important role, and my own experiences as an IT student with a strong interest in youth development and my home region, the Mekong Delta. I believe these proposals can help make even better use of Vietnam’s internet resources.

A. Proposal 1: “Digital Youth Empowerment: Expanding the ‘.id.vn’ Ecosystem for Student Innovation, Personal Branding, and Lifelong Digital Literacy”

- Wider Partnerships: Expand on existing VNNIC collaborations, like the one with VKU University [2], by working with the Ministry of Education and Training, more universities, colleges, and high schools. The aim would be to offer “.id.vn” domains to all students at a low cost or for free.
- Online Learning Hub: Create a special website with easy-to-use lessons and workshops. These would teach students skills like building simple websites, creating good online content, online safety, data privacy, and how to use their “.id.vn” page to present themselves professionally. My experience in youth training and communication, and winning the VNNIC co-organized “Youth Diary Website Design” award, would be helpful here.
- National “.id.vn” Innovation Showcase: Start a yearly national competition for students to show innovative projects, digital portfolios, or community ideas hosted on their “.id.vn” domains. This is inspired by my own positive experience winning a VNNIC award. Themes could align with national goals from Resolution 57.
- Youth Union Integration: Connect this program with Youth Union groups (Đoàn/Hội) in schools. This would help reach more students and create a supportive community of young digital creators. My leadership experience in these organizations would be very useful.

B. Proposal 2: “MekongDeltaConnect: A Targeted Pilot Program for Enhancing Digital Literacy and.VN Adoption among Small and Medium Enterprises (SMEs) in the Mekong Delta Region”

- Local Collaboration: Work with local business groups in Mekong Delta provinces, VNNIC, and IT departments of local universities like Can Tho University of Technology (CTUT). Together, we could run practical workshops for SMEs about the benefits of “.vn” domains (focusing on security, trust, and local relevance [10]), basic e-commerce, digital marketing, and cybersecurity.
- Simple Digital Toolkits: Create easy-to-understand guides and templates in Vietnamese, with local examples, to help SMEs build their first websites on their “.vn” domains.
- Student Volunteer Digital Support Corps: Create a team of IT student volunteers from local universities to give one-on-one help to SMEs. They could assist with registering.vn domains and setting up basic websites. This is similar to VNNIC’s support for “volunteer student teams to support local digital transformation efforts” [2] and fits my strong record in volunteer work.
- Focus on Local Industries: Start by focusing on key industries in the Mekong Delta, like agriculture, fishing, tourism, or local crafts, to show clear benefits and create success stories.

C. Proposal 3: “VN-DNS Shield: A National Public Awareness Campaign and Educational Toolkit for Promoting Safer Internet Browse and Enhancing DNS Literacy in Vietnam”

- Accessible Educational Content: Create simple, engaging materials (short videos, pictures, articles, using simple words) to explain things like DNS, common online dangers (like phishing), the benefits of using trusted DNS services, and how to recognize genuine.VN websites.
- Wide Sharing: Partner with VNNIC, ISPs, media, and schools to share this information widely online, on social media, and through workshops.
- “VN-DNS Shield” Mark: VNNIC could promote a “VN-DNS Shield” mark for.VN websites that follow good safety practices (like proper registration, using HTTPS, secure DNS).
- Targeted Workshops: Organize workshops for different groups (students, workers, older citizens) on safe internet use. My communication awards and experience designing the “Youth Diary Website” (which won a VNNIC-backed award) suggest I can help create effective content.

IV. Profile of Nguyen Hoa Hop
I believe my academic background, leadership experience, innovative spirit, ethical values, and commitment to community service make me a strong candidate for the VNNIC Internet Conference Fellowship.
A. Academic Excellence and Strong Technical Foundation in Information Technology
| I am currently a student in the Faculty of Information Technology at Can Tho University of Technology (CTUT). I have maintained a strong academic record, achieving a Grade Point Average (GPA) of 3.75 out of 4.0 for the 2024-2025 academic year. My technical skills and creativity have been recognized through the Creativity Award at the National “Youth Diary Website Design” Competition, which was co-organized by the Vietnam Internet Network Information Center (VNNIC) and the Central Youth Union Media Center (Decision No. 398 – QĐ/TTTTN, December 10, 2024). This award is particularly meaningful to me as it connects my technical abilities directly with an initiative supported by VNNIC. |

B. Proven Leadership Acumen and Deep Commitment to Youth Development
I have actively taken on leadership roles within my university and faculty. These include serving as a Member of the Executive Committee of the University Youth Union, Deputy Chief of Office of the University Youth Union, Deputy Secretary of the IT Faculty Youth Union, and Chairman of the Young Theorists Club. These positions have allowed me to develop strong organizational, communication, and teamwork skills.
My commitment to youth development has been acknowledged through several honors, including the prestigious “Sao Tháng Giêng” (January Star) Award for the 2023-2024 academic year and being named “Advanced Youth Following Uncle Ho’s Teachings” at the City Level in 2024 (Decision No. 608/QĐ-TĐTN-TCHCTG, August 6, 2024). I have also received numerous other commendations for my contributions to youth movements from various Youth Union chapters.
C. Demonstrated Spirit of Innovation and Proactive Engagement with National Digital Initiatives
Beyond the VNNIC co-organized website design award, my innovative thinking was also recognized with the First Prize at the “Startup Ideas for Students in the Mekong Delta Region, INNOBE 2023” Competition (November 14, 2023).
I am particularly keen on contributing to national digital initiatives. On February 19, 2025, I had the valuable opportunity to attend a meeting with the Department of Information and Communications and the Vietnam Internet Center (VNNIC) in Ho Chi Minh City. This meeting focused on promoting the use of the national domain name “.vn” among students and businesses in Can Tho City, according to Plan No. 195/KH-UBND. During this meeting, I expressed my strong interest and readiness to share ideas and initiatives to help students and youth access and utilize the national domain “.id.vn” more effectively.

V. Concluding Statement
I am deeply committed to the idea that Vietnam’s Internet resources and critical infrastructure are vital for our national development, especially in achieving the vision set out in Resolution No. 57-NQ/TW. I am confident that my technical skills, leadership experience, my direct engagement with VNNIC initiatives, and the innovative ideas I have proposed align well with the goals of the VNNIC Internet Conference 2025 Fellowship.
I am very eager to participate in the conference. It would be a wonderful opportunity to learn from experts and policymakers, and to collaborate with other young innovators from across Vietnam. I hope to contribute meaningfully to VNNIC’s ongoing mission and to play a part in advancing our nation’s exciting digital journey. Thank you for considering my application.
